JKSSB Issues Important Notification Regarding Panchayat Secretary Exam
Delhi Jan 27: The Jammu and Kashmir Services Selection Board (JKSSB) has cancelled the candidature and debarred a candidate from appearing in examinations conducted by the Board for two years after he was found in possession of a mobile phone during the recent Panchayat Secretary exam held on December 10, 2023.
The candidate, Bilal Ahmad Bhat, son of Abdul Salam Bhat and resident of Matibugh Yaripora Kuigam Behi Bagh, appeared for the OMR-based examination for Panchayat Secretary post advertised vide Notification 03 of 2022 dated May 26, 2022. He was allotted roll number 16010653 and appeared at the examination centre in Government Degree College, Kulgam.
However, invigilators, centre superintendent, deputy superintendent, magistrate, centre observer and the principal of GDC Kulgam reported that Bhat was found to be in possession of a mobile phone during the examination. As per rules, possessing electronic gadgets like mobile phones during examinations amounts to resorting to unfair means.
After being caught, Bhat acknowledged on the designated annexure that he was carrying a mobile phone during the exam and that it was an offence making him liable for disciplinary action under JKSSB rules.
Subsequently, on December 14, 2023, the Controller of Examinations of JKSSB issued a show cause notice to Bhat asking him to explain his conduct. Bhat submitted his reply to the notice on December 18, which was examined by JKSSB authorities.
The case was placed before the Unfair Means Committee constituted under the Jammu and Kashmir Services Selection Board (Conduct of Examinations) Regulations, 2022. After considering the evidence and Bhat’s reply, the committee recommended cancellation of his candidature and debarment from all JKSSB exams for two years. It also recommended that the seized mobile phone be retained by JKSSB.
The committee’s recommendations were placed in the 257th Board Meeting of JKSSB held on January 25, 2024. The Board accepted the recommendations with a modification that the mobile phone along with the SIM card be released to Bhat after six months of the date of examination if he requests it personally.
Therefore, as per section 69 of the JKSSB Conduct of Examinations Regulations, 2022, the candidature of Bilal Ahmad Bhat for the post of Panchayat Secretary has been cancelled. He has also been debarred from appearing in any exams conducted by JKSSB for a period of two years starting January 27, 2024. The mobile phone and SIM card will be released to him after six months if he requests it personally.

The action has been taken to uphold the integrity and fairness of the examination system. Possession of mobile phones and other electronic gadgets during exam time amounts to resorting to unfair means and cannot be tolerated, officials said. They added that the Board has a zero-tolerance policy towards cheating/use of unfair means during recruitment exams.

The cancellation of Bhat’s candidature and his debarment for two years sends a strong message that cheating in any form will lead to strict action. It is a warning to all candidates to desist from such unethical practices during competitive exams, officials further stated.
